Bala Krishna Bhamidipati 650d036038 Invoke qsap_set_ini_filename to set the fIni (if NULL) ...

If WIFI_DRIVER_CONF_FILE is not defined fIni is set to null and
hence all the set/get_cfg SAP commands fail. Thus, Invoke
qsap_set_ini_filename explicitly if fINI is NULL.
