* init.qcom.rc: set vendor.post_boot.parsed prop, required for perf

* perfboostsconfig.xml edits:

* Reduced minimum launch boost freq
* Remove SCHED_SPILL_NR_RUN and SCHED_RESTRICT_CLUSTER_SPILL opcodes
