0f6350a3f9 sanders: audio: Convert audio_effects.conf to XML 
Converted .conf format to .xml using:
https://github.com/luk1337/aeffects-conf2xml

Test: dumped the effectFactory state and check it was unchanged
      $ adb shell dumpsys media.audio_flinger | sed '/Clients:/q'
